In contribution to the development of the country in partnership with the Royal Government of Cambodia and in compliance with the constitution of the Royal Government of Cambodia, we founded an association namely “Phnom Srey Association for Development” with English Acronym as “PSAD”. PSAD is a non-governmental, non-profit organization without discrimination against race, skin color, sex, religion, and political views. 

The mission statement of PSAD strategic direction and program planning 2009-2012, which was revised during the Strategic Planning meeting conducted in 2009, and is as follows: 

PROGRAM STRATEGIES:  

There are three main program areas: 

I. Integrated Community Development Program which composes of 1) Pro-poor Initiatives for Livelihood Improvement project; 2) Micro-Enterprise Project; and 3) Livelihood Improvement with friendly Environment Project. 

II. Advocacy, Networking and Partnership Program which consists of 1) Local Administration and Reform Project, 2) Community-based Information on Safe Migration Project and 3) Disaster Risk Reduction Project  

III. Health Program which consists of 1) SMARTGirl Project; 2) HIV/AIDs Prevention Project; 3) Family Planning Project, 4) “Sustainable Community-Based Care for Orphans and Vulnerable Children (OVC) including children affected by HIV and AIDS” project and 5) Child Protection project. 

The following is a brief description of each existing and new initiated project by Phnom Srey Association for Development (PSAD):  

 I. INTEGRATED COMMUNITY DEVELOPMENT PROGRAM 

1) Pro-poor Initiatives for Livelihood Improvement Project 

Improve livelihood of rural poor, poorest and vulnerable families in Kampong Cham province in a sustainable way. The project activities included supporting revolving funds that do not charge interest; organizing self-help groups; rehabilitating irrigation system; providing grants, rice banks, cow banks, wells, canals, dams, water gates, agricultural knowledge and seeds.    

2) Micro-Enterprise Project  

To ensure organizational sustainability, Micro-Enterprise Project is designed to generate income for PSAD to fulfill lacking support from donor, fund raising and networking activities.  

 3) Livelihood Improvement with Friendly Environment

To contribute to reducing negative impact on environment while improving livelihood of poor families in remote areas of Cambodia through strengthened collaboration of community members and CCs to promote quality of local planning process that account to environmental issues in the communities and increased ability of poor families and women managing their business and livelihood activities in way that environmentally sustainable and improve families’ economic well-being. 

 II. ADVOCACY, NETWORKING AND PARTNERSHIP PROGRAM

 1) Local Administration and Reform Project 

It aims to improve the transparency and accountability of CCs and participation of citizens in community development. It builds the capacity of CCs, Community Monitoring Committees (CMCs)[1] and Community Based organizations (CBOs) through training and ongoing coaching activities 

 2) Community Based Information on Safe Migration Project

This project is initiated by Phnom Srey Association for Development (PSAD) in order to provide safe migration information to potential migrant workers and their family members who seek employment in destination countries in order to influence their decision making before considering migration is their option. 

 3) Disaster Risk Reduction Project 

This project is initiated to educate local people and their community members to prepare and manage natural disasters which are happening in their communities. 

 III. HEALTH PROGRAM

 1) SMARTGirl Project 

It is designed to prevent the spread of STI/HIV/AIDS and reduce its vulnerabilities among entertainment workers who are working at entertainment sites/areas in Kampong Cham province. 

 2) HIV/AIDS Prevention Project

This project provides education on HIV/AIDS, AIDS laws, drug use, primary health care, strategic problem solving, human rights, gender and domestic violence to entertainment workers and clients at entertainment worker establishments and communities. The project also develops action plans and assists to improve capacity building or training to peers and peer facilitator on these issues (through ToT, Planning, Reporting, Communication skill and advocacy). 

 3) Family Planning Project

To increase access to family planning products and services in 270 villages, 41 communes, 6 districts in Kampong Cham province to Promote attitudes, beliefs and knowledge related to birth spacing among married women of reproductive ages and their husbands and to ensure proper referral to a trained providers. 

 4) “Sustainable Community-Based Care for Orphans and Vulnerable Children (OVC) including children affected by HIV and AIDS” project

It is designed to promote sustainable community based-care and support for orphans and

vulnerable children, including children affected by HIV/AIDS in order to ensure

wellbeing of children, and their rights to survival, protection, development, and

participation..

 5) Child Protection Project 

It is designed to strengthen partnerships between government and civil society to contribute to effective, sustainable child protection mechanisms and to inform child rights advocacy at all levels. 

Main Activities: 

Community development through implementation of the development projects with the following activities: Savings, Credit, Rice Bank, Provision of small-size irrigation system, clean water, seed, natural resource management, etc. in order to generate more income to improve the people’s livelihoods. 

  1. Human Resource Development through providing education on health, human rights, gender, democracy, good governance, agricultural and handicraft methods to ensure that they will have knowledge and skills to improve their family economics and so on.
  2. Contributing to minimizing the vulnerability caused by natural disaster through prevention and intervention.
  3. Enabling people and children’s access to social services such as education, health, legal services, other information, and so forth.
  4. Strengthening cooperation through participating and networking with other organizations, associations, and relevant institutions to seek support (technical and resource supports).
  5. Increasing the resource allocation for the sustainability of the association through project proposal plan, income generation activities, and through providing other services related to the above activities.
